To enable Mail Goggles, go to Settings->Labs, select 'Enable', then hit 'Save Changes'. Voila! It may now be configured in the General Settings.
To be allowed to send an email during the times you indicated in the configuration, you must pass a test given by Goggles. Exciting, isn't it? Try to play on the difficulty levels as well.
